Where Indonesian regulation actually lives

Indonesian regulation is a ranked hierarchy: a lower instrument may not contradict a higher one. But the volume runs the other way. Coverage that stops at national statute misses most of the law a civil servant actually applies.

Strata is in pre-training. The corpus and the target architecture are locked; the training run is next. The scope below is what Strata is being built to do.

Regulatory reasoning

Reasoning over UU, PP, Perpres, Permen, and Perda, with citation of the source regulation. Resolving norm conflicts through lex specialis, lex posterior, and lex superior.

Document understanding

Structured extraction from Indonesian official documents: surat resmi, kop kementerian dan lembaga, government forms, and tabular budget documents.

Administrative workflows

Formal birokrasi register for inter-agency correspondence. Procedural knowledge across OSS, e-katalog, BPHTB, and perizinan.

Built on Indonesia's regulatory record

Its corpus is Indonesia's public regulatory record, from national statute down to district-level Perda. The legal hierarchy, document conventions, and procedural patterns that a general model has no reason to know.

Provenance

Traceable to the source

Every document in the corpus is traceable to the instrument it came from, and the corpus itself is version-tagged with a manifest. Built for the pedigree questions a BSSN audit or an SPBE assessment will ask.

Sovereignty

NKRI jurisdiction

Private deployment in your infrastructure or Epithre's Jakarta facility. No outbound calls in the inference path, by design. Not subject to the US CLOUD Act or foreign data subpoenas.

Coverage is deepest in regulation and bureaucracy. Other verticals are present in the corpus but are not claimed at equal strength.
